The Government goes ahead with the Cashless Italy Plan: here are the latest news for cashback, the 1.500 euros and the lottery of receipts
The Italian government continues to work on the so-called "Cashless Italy Plan" and, in the text of the Budget law approved by the Council of Ministers that now goes to Parliament for discussion, introduces two important innovations for the 1,500 euro cashback and the lottery of receipts.
In the maneuver, the CdM confirmed first of all the dates: it starts in December with a first experimental phase. Then it confirmed the modalities: the cashback is obtained only with electronic payments made with cards or apps, not with transfers, and only at physical stores. The same goes for the so-called "receipt lottery", which, however, will only come at a later date, and, finally, good news regarding taxation related to the 1,500 euro bonuses. Net of any changes to the text, which the Chamber of Deputies or the Senate may now approve, here's how the rules of cashback and the lottery of receipts change.
Cashback electronic payments: how it works
The purpose of cashback for electronic payments is to stimulate citizens to pay by card or app when they make purchases at physical stores. In this way, tax evasion by merchants is discouraged and made more difficult and the circulation of cash (which is the main means of laundering dirty money) is limited.
The first phase of the cashback plan, the experimental one, provides for a refund of up to 150 euros on purchases made in December. This refund should arrive as early as February. La seconda fase inizierà a gennaio 2021 e prevede invece rimborsi semestrali, sempre da 150 euro.
Confermato anche il bonus da 1.500 euro a fine semestre per i 100.000 italiani che hanno fatto più acquisti elettronici. L’ultima novità introdotta dal Governo è che tale rimborso sarà esentasse e non dovrà essere conteggiato nel reddito del cittadino.
Lotteria degli scontrini: come funziona
Anche la lotteria degli scontrini sarà vincolata all’acquisto con carta o app, sarà gestita dall’Agenzia per le Dogane e i Monopoli e ci sarà un apposito portale Lotteria sul quale chiare il un codice utente per partecipare. Da giorno 1 dicembre sarà possibile richiedere il proprio codice lotteria, sempre sul portale ufficiale, che dovrà essere comunicato a partire dal 1 gennaio per ogni acquisto con pagamento elettronico presso un negozio fisico.
Ci saranno estrazioni “ordinarie" e “zerocontanti“. Le prime premiano solo i consumatori:
- sette premi di 5.000 euro a settimana
- tre premi da 30.000 euro al mese
- un premio di 1 milione di euro ogni anno
Le estrazioni “zerocontanti" premia sia il consumatore che il negoziante:
- quindici premi da 25.000 euro per il consumatore e quindici premi da 5.000 euro per l’esercente a settimana
- dieci premi di 100.000 euro per il consumatore e dieci premi di 20.000 euro per l’esercente ogni mese
- un premio di 5.000.000 di euro per il consumatore e un premio di 1.000.000 di euro per l’esercente ogni anno
