Cashback slow: when will PagoBANCOMAT transactions be counted

Transactions stopped since fifteen days and users more and more worried: what is happening with Cashback and how to protect themselves if IO does not register purchases.

The State Cashback program and, as the number of participants and transactions increases, the IT infrastructure on which it is based returns to show all its limits: reports from users who do not see updated valid transactions in the IO app for several days are flooding in. Many users report that transactions are stopped on January 11, others even on January 5.

The problem seems to concern above all the PagoBANCOMAT circuit, probably because it is the most widespread and from which more transactions pass. Piuttosto, la nuova strategia di IO è quella di comunicare direttamente tramite l’app, dove è comparso un messaggio solo in parte rassicurante.

Transazioni non registrate: cosa dice IO

Il messaggio apparso nelle ultime ore su IO afferma che “Entro il 20 gennaio verranno recuperate le eventuali transazioni PagoBANCOMAT mancanti“. Nel termine “recuperate" c’è la conferma delle difficoltà tecniche nel tenere il passo del programma Cashback: IO sa bene che ci sono centinaia di migliaia di transazioni non mostrate e prende tempo.

Da notare, inoltre, che ad alcuni utenti è arrivato lo stesso messaggio ma con indicata una data diversa: 21 gennaio.

The right date, at least according to Bancomat Spa, would be January 20 and not January 21. The company has in fact issued an official notice with which it assures users that all transactions will be counted: "We inform you that the display on App IO of PagoBANCOMAT circuit transactions will be restored starting from January 20. It is guaranteed the validity of all transactions made so far, in accordance with the rules of participation in Cashback, which will then be visible again when the service is restored."

What Bancomat Spa doesn't say, however, is why there are these delays and, above all, whose fault is it: Bancomat itself or IO?

Missing transactions: what to do

What should the average user do, at this point, if IO itself admits that it is unable to track all transactions in a reasonable time? Dovrebbe, paradossalmente, tornare dal digitale all’analogico: conservare tutti gli scontrini e appuntare per ogni acquisto fatto giorno, data, ora, negozio, importo e merce acquistata.

Perché fare tutto questo? Perché se alla fine del periodo utile per il Cashback, cioè il 30 giugno 2021, mancherà ancora qualche transazione toccherà all’utente a dimostrare di aver fatto l’acquisto e non dovrà invece essere IO a dimostrare di non esserselo perso.

Poiché, come ben sappiamo, gli scontrini hanno la tendenza a scolorire in fretta (e poiché ai fini del cashback contano solo gli acquisti fatti nei negozi fisici, dei quali non c’è traccia se sparisce lo scontrino), è chiaro che l’utente deve conservare tutte le “pezze d’appoggio" per fare un eventuale reclamo tra sei mesi.

Il reclamo per il Cashback

Come vi abbiamo già spiegato nella nostra guida a come fare reclamo per il Cashback, le ipotesi per le quali è prevista la possibilità di reclamare sono due: se qualche transazione non è stata registrata o se il rimborso non è stato conteggiato o erogato con precisione.

  • Nel primo caso, in teoria, la questione va risolta con la banca o chi ha emesso la carta con cui sono stati pagati gli acquisti. In pratica, però, è ormai chiaro che il sistema Cashback non tiene il passo e questo, in vista del rush finale di giugno per accaparrarsi il Super Cashback da 1.500 euro, è a dir poco preoccupante: se l’infrastruttura ha problemi oggi, figuriamoci cosa succederà negli ultimi 15 giorni di giugno
  • Nel secondo caso, invece, va fatto reclamo a Consap, la società pubblica incaricata di erogare i rimborsi. In order to make the claim, a special form is needed (which we hope will be compiled online, through access with SPID), but the form is still not there

In recent days, the association for the protection of consumer rights Adiconsum has claimed to have started a dialogue with Consap, thanks to which the form would be coming soon. In reality, there is no hurry since, unlike what many national press organs have erroneously reported, the form will not be used to contest missing or incorrectly registered transactions, but only problems with refunds, which will be calculated in July.

Today, we repeat, the only way to protect oneself in case of problems in registering transactions is to keep (and better yet, photocopy) receipts and note down every purchase made.
