The activation of the iPhone X, as with previous models, runs entirely through the mobile network. For this reason, it is not possible to activate your device without a SIM, even though it is perfectly possible to use it. However, if you don't want to wait for the new SIM card, there are other options available.

This is how you activate your iPhone X without SIM

If you don't have a new SIM card yet and still want to activate your iPhone X, then this is only possible in a roundabout way. Apple has made the activation of the iPhone completely dependent on the mobile network. However, if you do not want to wait, you can bypass the activation with a jailbreak.
