The correct way to insert a page into a PDF depends on the program you are using. If you are using Adobe Acrobat, you have the option to add a page to an existing document by going to "Tools" > "Manage Pages" > "Insert" > "Blank Page" and specifying where to insert the new page in the "Insert Pages" field.
