Concept Sales are, according to their translation, simply concept sales:

• New ships are presented as concepts and offered for sale.
• However, the ships are not yet "flight ready", i.e. available in the game.
• Buyers thus acquire the right to fly the ship, as soon as the development is finished.
• For developers Cloud Imperium are concept sales a way to get early additional capital, even before the actual products are ready.

It is from the player's point of view a purchase for the future, a time for completion is usually not called, often it can even be years.
