Sul sito del Buono Mobilità arriva una nuova procedura di pre-registrazione, che non garantisce il rimborso da 500 euro del bonus bici, ma serve al Ministero per sapere quanti soldi stanziare.
Dopo la disastrosa esperienza del click day del 3 novembre, finita tra le polemiche per le code interminabili e per il crash di molti Identity Provider dello SPID, il Governo ci riprova: da oggi 9 novembre e fino al 9 dicembre è possibile provare ad accedere ai nuovi fondi ministeriali per il bonus bici e monopattini.
La procedura, però, questa volta è diversa e lo stesso Governo non fa promesse di alcun tipo. Il buono, tra l’altro, questa volta è riservato solo a chi ha già comprato il mezzo di micromobilità sostenibile e attende il rimborso del 60%, fino a un massimo di 500 euro. La nuova procedura avviene sempre tramite il sito www.buonomobilita.it e, questa volta, prevede una fase di “pre-registrazione" che, però, non garantisce il rimborso. Insomma, la situazione oggi è molto diversa da quella di una settimana fa e non è ancora detto che tutti quelli che sono rimasti esclusi dal primo click day riescano alla fine a recuperare i soldi promessi mesi fa dal Ministero dell’Ambiente.
Bonus bici: come funziona la pre-registrazione
La nuova home page del sito per il bonus mobilità mostra ora un pulsante “Pre-registrati“: cliccandoci sopra viene lanciata una sessione che scade entro tre minuti, tempo massimo per accedere al sito tramite lo SPID. Una volta entrati si fa la procedura per caricare lo scontrino o la fattura d’acquisto.
Questo non vuol dire, però, che al termine dell’operazione verrà erogato il bonus e partirà il rimborso sul conto corrente dell’utente. On the contrary, the pre-registration "does not entitle the user to any benefit, it serves the Ministry of Environment in order to quantify the resources for a timely refinancing of the Experimental Program Good Mobility".
Bicycle bonus: what happens after the pre-registration
The pre-registration, therefore, does not serve the user but serves the Ministry of Environment that can, finally, understand how much money is needed to cover all the refunds of 60% that will have to be provided. Strictly speaking, therefore, before December 9, 2020 no one else will receive a refund because this window of time will serve the Ministry to understand how much the new fund will have to amount to.
Only after this date, when other millions of euro will be allocated to cover the bike bonus, it will be possible to request the maximum 500 euro. But you'll have to do everything from scratch, because pre-registration is not a reservation of reimbursement.
The Ministry of Environment, however, has not yet specified whether the second round of reimbursements will be delivered through a new click day or by other methods. What is clear, however, is that there will be no room for more shopping vouchers for those who have not yet bought a bike or scooter.
