Complicated by the introduction of the flat tax for VAT, continues to grow the number of VAT with flat rate regime. These are those VAT numbers that, with an annual income of less than 65,000 euros, can access a "flat" taxation of 15%, without, however, being able to deduct expenses of any kind.
According to data from the Finance Department of the Ministry of Economy and Finance, of the 136,000 new VAT numbers, 66,000 have adhered to the favourable tax regime. This is 48.5% of the total number of new openings: a very high figure that could grow further in the coming years. Compared to last year, in fact, there has been an increase of 38.5% and, unless the legislation of the sector is modified, it is easy to assume that the trend will continue with similar volumes.
VAT numbers with flat-rate regime, moreover, do not have the obligation to issue electronic invoices, at least for the moment. According to some rumors, in fact, with the economic maneuver under consideration by the Government, the obligation of electronic invoicing could be introduced also for the flat rate regime. This does not mean, however, that VAT payers under the flat rate scheme cannot issue electronic invoices in any case. On the contrary, as the Inland Revenue has pointed out, the number of VAT numbers that use electronic invoicing is higher than those that are obliged to use it. This means that there is already a large number of flat-rate taxpayers who have complied with the legislation even though they are not required to do so.
