Are the differences in coverage real?

Vodafone launched the 4.5G Giga Network in late 2018 with download speeds of up to 300 Mbit/s, and monitoring results show that this intervention resulted in an improvement in the operator's network.
Monitoring results show the percentages of time a 4G smartphone was actually connected to the operator's 4G network. In second place is TIM with an 83.6% and is followed by Iliad which recorded a 76.4%. The fourth operator in this ranking turned out to be Wind, although definitely detached from Vodafone and Tim. Wind's coverage was 75.7%. Ten points less for Three and its devices that have obtained a 65% coverage.
The coverage in the main cities

In Milan practically all providers have reached and exceeded 90%, except for Tre that stopped below 80%.
